[9] RFR (S) 8057654: Extract checks performed during MethodHandle construction into separate methods

For example: move checks from MHs.foldArguments into MHs.foldArgumentChecks. Testing: jdk/java/lang/invoke, jdk/java/util/streams, nashorn, octane w/ "-ea -esa" and COMPILE_THRESHOLD={0,30}.
