Requirement for ZFragmentationLimit tuning

I have an application that doesn't run well with ZGC. It auto-tunes itself to use a live set of about 60% to 70% of the heap. However, with the default value for ZFragmentationLimit (25), it happens that too little relocation happens, and the used set is not reduced at all. Lowering ZFragmentationLimit to 10 or so avoids this. But I had hoped that the collector would perform more aggressive relocation on its own when necessary. I'm including a GC log snippet below. Back-to-back collections continue after that for a while until the VM aborts. This trace has a peak live set of 67%, but I think I have seen the failure with just 60% live set. Allocation rate is quite low after startup, so that level of heap utilization should not be a problem (and isn't if ZFragmentationLimit is adjusted).
