[OpenJDK 2D-Dev] what is CompileFontConfig?

Yes it creates bfc files which are faster to load than the source version.
OpenJDK *can* use those files created as a custom fontconfig.properties
and if you are on Windows you don't have fontconfig API.
So in short it is still needed and useful.
