Make can't really see the difference between an unassigned variable and 
one assigned to nothing. (Or, it can, but it's more tricky to check). In 
all the SetupFoo macros, assigning an empty value or leaving unassigned 
is the same thing.

Looks good to me. I hope this version can be acceptable to all parties. 
Thank you for continuing tweaking this patch to all requirements that 
has crept up.
