[OpenJDK 2D-Dev] RFR 8171456: Upgrade harfbuzz in JDK 9 to v1.4.1

JDK9 currently has Harfbuzz v 1.3 from July 2016.
The latest is HB 1.4.1 (Jan 6th 2017) and this change updates JDK 9 to 
that version

There are a lot of files changed, but nothing radical.
JPRT builds it on all platforms, layout tests still work/pass.

About 15 files are whitespace only changes so don't be surprised by 
apparently empty diffs.
