[OpenJDK 2D-Dev] RFR: 8206428: Upgrade JDK11 to harfbuzz 1.8.2

We need to pick up some important fixes in 1.8.2, so one more upgrade 
for JDK 11.

The diff is relatively small since we are already at 1.8.1

Builds+tests pass.
