[OpenJDK 2D-Dev] RFR: 8191512: Cleanup for T2K font rasterizer removal

The T2K font rasteriser is being from removed from Oracle JDK - it 
already is
just a backup to freetype - and this cleans up all the references and 
support
for it that leaked into the open code.

I've built all platforms and run tests.
