[OpenJDK 2D-Dev] RFR: 8205441 : Upgrade to harfbuzz 1.8.1

One last (!) chance to upgrade harfbuzz for JDK 11.

This pulls in the fix made upstream for building with SunStudio 12.6

I still needed to make a couple of makefile tweaks - one macro that 
usually is defined by configure
for harfbuzz that we can just set, and one new warning to be disabled.

I also removed a file specific disabled warning for a file that was in 
ICU and was removed in JDK 10

Built on all platforms.
