I am happy to nominate one or more Oracle members from the jdk9
commiter list to be commiters for the aarch32 projects. They would have
to go through the usual election process.

Any suggestions as to who? Vladimir Kozlov comes to mind as he is the
sponsor for the aarch64 port but he is quite busy.
