[9] RFC: aarch32 changes for JDK-8132510: Replace ThreadLocalStorage with compiler/language-based thread-local variables

Hi,

This change is a part of the merge of aarch32-jdk9 with jdk-9+99 
mainline tag.

Patch may be applied with patch -p2 on top of aarch32-jdk9 forest merged

Current aarch32 changes are minimal required for the successful builds. 
Looking for comments whether possible problems described for aarch64 in

) should be also taken into account for aarch32.
