[9] RFC: aarch32 changes for JDK-8074457: Remove the non-Zero CPP Interpreter

This change is a part of the merge of aarch32-jdk9 with jdk-9+103 
mainline tag.

Patch tries to add as minimal aarch32 changes as possible. There is also 
a small change to shared code: in templateInterpreterGenerator.hpp 
declaration for 2 aarch32-specific functions was added.
