[jdk9] RFR: cumulative patch required for C1 integration

Hi!

Please review cumulative patch merged from AARCH32_JDK8. As per our agreement (http://mail.openjdk.java.net/pipermail/aarch32-port-dev/2016-February/000094.html)  I’ve cleared #if0/1 and reverted modifications that back out existed patches. 

Debug build was tested with spec98 and spec2008
