CFV: New Port: AArch32 Committer Bob Vandette

I hereby nominate Bob Vandette to Port: AArch32 Committer.

Bob is project lead for the mobile project and is committer/reviewer for a number of other OpenJDK projects [3].

Bob is also leading the effort to open source the Oracle port for ARM 32/64.
