Please review cumulative changes that sync the repo with upstream u161 and u162.

tags  jdk8u161-b12-aarch32-180220 and jdk8u162-b12-aarch32-180220  are for vanilla u161 and u162.

jdk8u161-b13-aarch32-180220 is for aarch32 part of Better Interface Invocation (8174962)


Verified with SPECJvm2008.
