[aarch64-port-dev ] CFV: New aarch64-port Committer: Vladimir Kozlov

I hereby nominate Vladimir Kozlov to <project name> Committer.

Vladimir is a very experienced engineer at Oracle, and I hope he will
help us move this project upstream.
