[aarch64-port-dev ] Vectorized support for array equals/compare/mismatch using Unsafe

Hi,

this is intended to be part of this JEP: 
https://bugs.openjdk.java.net/browse/JDK-8189104 which I'm working on. 
However, I have not yet started coding on this specific intrinsic. I've 
created respective subtask: 
https://bugs.openjdk.java.net/browse/JDK-8193806 to make this task apparent.

Please let me know if you already started to work on it (or want to do 
this one yourself) to avoid efforts duplication.
