[aarch64-port-dev ] CFV: New aarch64-port Committer: Aleksey Shipilev

I hereby nominate Aleksey Shipilev as an aarch64-project Committer.

He's a active member of many OpenJDK projects [0], including being
a reviewer on OpenJDK 9 and up, and a committer to Shenandoah.

Votes are due by 4:00 PM UTC, 15th of November, 2017.

Only current aarch64-port committers [1] are eligible to vote on this
