[aarch64-port-dev ] RFC: JEP - One AArch64 Port, Not Two

Bob,

I support this JEP. It is going to be easier to maintain the ARM 32-bit 
port with this effort as well. We are going to run some testing on the 
ARM 32-bit port and get back to you with the results in a couple of weeks.

On a side note, I'm preparing a small patch to the AARCH64 port to 
enable Minimal VM there - with this all the functionality that was there 
in the ARM64 port will be present in AARCH64.
