[aarch64-port-dev ] RFR [8u] JDK-8205421: AARCH64: StubCodeMark should be placed after alignment

Can I please have a review of the following AArch64-specific backport to
jdk8u-shenandoah. The original patch included tweaks to stubs that don't
exist in jdk8u so only a few of the changes carried through.
