[aarch64-port-dev ] RFR: 8155627: Enable SA on AArch64

The AArch64 port has had an implementation of the serviceability agent for
several years:

However, the building of it was never enabled in the top-level configure.
This simple backport from OpenJDK 9 rectifies this.
