[aarch64-port-dev ] 8248238: Implementation of JEP: Windows AArch64 Support

Hello everyone,

here is an updated changeset:

I have:
- rebased against current jdk tip (thus JDK-8248816 got removed from the changeset)
- incorporated some review feedback on JDK-8248660 and JDK-8248663
- resolved merge conflicts around vm_version_aarch64.cpp and detection for SHA512

`aarch64-port/jdk-windows` will need another update from `jdk/jdk` before the changeset will apply cleanly.
