I also think you should use JEP and aarch64 project for this work.

8248238 [1] already looks like a JEP. Just convert it into formal.
You can use Linux/s390x Port JEP [2] as example except FC Extension request ;) and corresponding 'Summary' (please, 
don't reference any particular JDK version).
