I agree that an entire project would be overkill.

I do, however, think that a JEP is more than justified.  Porting the
JDK to a new platform is a significant change, even if the change is
a essentially a remix of existing code.  JEPs are our established
process for documenting and communicating significant changes.

It needn’t be a long JEP, as others have already pointed out.
