Draft - Quality outreach wiki

Hi All,

I have created a draft page 
<https://wiki.openjdk.java.net/display/Adoption/Draft+Page+-+Quality+Out+Reach> 
which lists the Free Open Source software projects who are
engaged in testing OpenJDK builds, whether their own, or from someone 
else. Some
are more engaged in testing than others, all are interested in reporting 
issues or
logging bugs.

I have been working with the contacts listed on this page for the past 
few months,
during this period we have logged five P1, three P2 bugs which have all 
been fixed
and the fixes included in the current EA build. I expect we will include 
these metrics
in our quarterly reports in the future.

This is a great example of contributions which users can make to improve 
the JDK
without having to be or become experts themselves.

I am interested in hearing your feedback on the page, any changes , 
additions etc
welcome. If there are FOSS projects that we should add or approach, it 
would be great
to hear from you.

I have asked for, and received, permission to list all of the contacts 
on the wiki.
