JCov source open-sourced!

It's fair to say it was built specifically for OpenJDK/JDK testing due to
the very complex scenarios around spinning up VMs and classloading.
Hopefully with it being open sourced it can have more folks contributing
back / taking ideas mainstream into things like Jacoco/Cobertura etc.
