Draft Quarterly Report for Q4 2014

Not quite - 'we' as in 'the Adoption Group in the OpenJDK Community' do 
not provide any 'unofficial' OpenJDK infrastructure. This Group doesn't 
provide (as in create or maintain) any official OpenJDK infrastructure, 
either. That's what ops do. ;)

As far as making third party provided infrastructure 'official' would 
go, there would be many, many non-trivial things to think through.
