Community-Help for the core-team in deadline-times

Hi Dalibor,

So we have a Chicken and Egg problem in that case.  New Contributors fall
by the wayside because their patches are not reviewed (and subsequently
rejected or accepted/merged) in a timely manner.  This stops them from
gaining the sort of project experience required to themselves help out with
this process.

If tracking patches is deemed to be a bad idea, what do you suggest we can
do to improve this situation?
