Migrate Shenandoah to OpenJDK infrastructure

Thanks Jaromir for doing that, John Oliver has also shared the same info
earlier. As we speak I have changed the config on our build farms to use
the new mercurial servers to build Shenandoah for both JDK8 and JDK9, see

I'll keep an eye over the weekend till they stabilise.
