You need to install cpio. Please the README-builds.html file in your 
source code clone for the build instructions and requirements, as 
indicated in the README file.

Please also keep in mind that Windows 10 is not a supported build 
platform for OpenJDK JDK 8u, so your build may or may not work. [1]
