Fix for JDK-8235239 (local-methods branch)

I've started looking at javac, with the intent of working on inline types at the valhalla.

Srikanth suggested that I started with some issues on local methods to warm up on, so here's my first shot at that, a proposed patch for JDK-8235239. My OCA is on record.

I was unsure about the copyright notice, though. It that right?
