New Project approved: Framebuffer Toolkit (fbtoolkit)

Per the interim governance guidelines for Projects [1] I'm pleased to
announce the creation of the Framebuffer Toolkit Project [2,3] following
the AWT Group's decision [4] to sponsor it.
