New Project approved: Zero-Assembler Port

Per the interim governance guidelines for Projects [1] I'm pleased
to announce the creation of the Zero-Assembler Project [2,3] following
the Porters Group's decision [4] to sponsor it.  Dalibor Topic will
serve as the Project's Moderator.
