New Project approved: Type Annotations

Per the interim governance guidelines for Projects [1] I'm pleased to
announce the creation of the Type Annotations Project [2,3] following
the Compiler Group's decision [4] to sponsor it.  Jonathan Gibbons will
serve as the Project's Moderator.
