New Project approved: Locale Enhancement

Per the interim governance guidelines for Projects [1] I'm pleased to
announce the creation of the Locale Enhancement Project [2,3] following
the Internationalization Group's decision [4] to sponsor it.  Doug Felt
will serve as the Project's Moderator.
