New Project approved: JDK 7 Updates

Per the interim governance guidelines for Projects [1] I'm pleased to
announce the creation of the JDK 7 Updates Project [2,3] following the
Build Group's decision [4] to sponsor it.  Dalibor Topic will serve as
the Project's Moderator.
