OpenJDK Governing Board update: Observers

I'm pleased to announce that last week the Governing Board voted [1] to
invite three individuals to participate in Board meetings as Observers:

 - John Duimovich (Java CTO & Distinguished Engineer, IBM),
 - Andrew Haley (Java Team Lead, Red Hat), and
 - Georges Saab (VP Java Platform Development, Oracle),

Observers are welcome to both listen and contribute to the conversation
in Board meetings, but they do not have voting rights.
