OpenJDK bug database status update: JIRA instance now system of record

Hello,

A quick update on the OpenJDK bug database: an Oracle-internal JIRA 
instance is now the system of record for JDK bugs.  This is one step in 
the plan toward a public bug system outlined earlier this year. [1] More 
detail on the new JIRA system is available from my blog. [2]
