[code-reflection] Integrated: Streamlining OpTk and preparing to move out of HAT core

I have been moving common code into OpTk 

Also added a strawman Txfmr class for simplifying common transformations

I plan to move OpTk (well the parts not requireing HAT) up to its own lib

This code leaves code artifacts (HAT_GIX)  in generated C99. I need to track thoose down. They seem to compile ok and run..
