[code-reflection] Integrated: Retired some config bits and added some new ones.

We were getting close to our 32 bit image for ffi config bits. 

So I rationalized some, retired some and clarified the use of SHOW_DEVICE_INFO (bit formerly known as INFO) 

INFO and WARN now reserved for log levels in FFI backends

I synced config.h and all tests pass.  I hope the cuda code changes work out.
