[code-reflection] Integrated: Make java @hat/bld less noisy by default

Added ability to throttle verbosity of `java @hat/bld`  

Previously it was very noisy.  Now it just shows progress. 

We now pass configuration for javac, cmake and jextract verbosity in Project constructor (see `hat.java`'s Project constructor)
