[code-reflection] Integrated: Hat move config out from ffi backend so we can use from any hat program

Merged with latest arrayview, test infra and HAT dialect changes. 

This is step one trying to move the ffi config tooling up to commpn code. So we can use it in core and non ffi bacends.

More to come.
