Allow IPv6 to be disabled when DONT_ENABLE_IPV6 is in the make environment.
This is particularly important for OpenBSD where IPv4-Mapped addresses are
disabled for the IPv6 stack. OpenBSD really needs dual stack networking
support in the jdk similar to Windows networking support.
