Derby not included in OpenJDK build?

Yes.

Derby (aka JavaDB) is co-bundled in Sun's (encumbered) binary JDK
distribution as a convenience to developers.  It's not part of the
Java SE platform, and neither is it an integral part of the JDK.

I expect this co-bundling arrangement to continue.
