building openjdk for windows ,freetype

I tried doing the same but it wasnt working.
i got the following error

C:\tools-openjdk\freetype-2.3.0>make -f Makefile
make: ver: Command not found
make: type: Command not found
make: *** [dos_setup] Error 127

I tried running this from both cmd.exe as well as  cygwin but it didnt
worked.
was i missing something?
