Where is sun_jvm_hotspot_debugger_windbg_WindbgDebuggerLocal.h?

This file should be generated by javah during the build of the  
serviceability agent in hotspot.  It's probably done just a little bit  
before this error.  Do you see anything about javah in your output  
near this point?
