Error building openJDK7

This is bug-id 6819847 "build is broken for OpenJDK with plugs"

the work around is to define
   IMPORT_BINARY_PLUGS=true

This was an unintended consequence of the fix for
http://bugs.sun.com/bugdatabase/view_bug.do?bug_id=6661448
