fclone with --rev - question about contents of .hgtags

Does this make sense? 

I did the following:
hg fclone --rev jdk7-b96 http://hg.openjdk.java.net/jdk7/jdk7/ jdk7
and notice in the jdk7\.hgtags that the last tag is jdk7-b95
