Need reviewer: javadoc generation re-write and rebranding

6931871: Rebranding of javadoc generation in makefiles
6951293: control docs target does not work on windows

These basic same changed have already been made to the openjdk6 sources.

Running of javadoc should now work on windows (avoiding long command  
lines)
and contains the rebranding needed.
