I may have confused things. I was looking for the process to be enabled
for submitting changes with a JDK username. I missed the following
paragraph at
http://openjdk.java.net/guide/producingChangeset.html#jdkUserName
I mailed my JDK username to keys(at)openjdk.java.net and there was a reply with an
invitation.
Screen shot attached below may not appear to mailing list recipients. You can also find it by going to
paragraph with "Generating an SSH Key" as the header.
