...\jdk\make\docs\Makefile needs a fix

Probably should be 1024 now for everybody, but as I recall, that could create problems for
some windows machines that might not have that big a hole available in the virtual memory.

export NO_DOCS=true

should skip most javadoc runs.  Not sure many developers really need to constantly run javadoc, not the
speediest animal on the planet. :^(
